The U.S. Department of Energy (DOE) recently released new requirements for LED LAMPS that will take effect on August 1.

It is worth noting that the time has been implemented since August 1, and it has been mandatory since December 28.

In view of the current situation of the domestic LED industry for this rule is not clear, excitation detection technology director Zhang Hong made a specific explanation of this incident.

"For products like LED LAMPS, where the DOE had no specific requirements for testing procedures, this time LED LAMPS has been written into federal law, making it mandatory." Zhang Hong said.

Indeed, for LED LAMPS, which previously had no special requirements from DOE to meet the energy consumption test - Energy STAR - it is now necessary to do the relevant registration with DOE before entering the United States Customs.

"Before the promulgation of this regulation, the export of lighting products to the United States used to be a consumer behavior, the most through legal channels is voluntary recall, and now failure to register in accordance with the DOE's decree may face legal prosecution." Zhang Hong explained.

"Light sources are widely used products, the United States focuses on building energy saving, lighting products as the largest category, it is expected that the subsequent DOE requirements for LED light products, will also gradually expand from integral LAMPS to subsequent." Zhang Hong mentioned.

In addition, Zhang Hong also emphasized that from August 1, lamp products applying for DLC verification will not have to apply for Lighting Facts®, and the cancellation of Lighting Facts® for domestic lamp manufacturers will not affect the passage of DLC.

2016-08-01 DOE LED Lighting Facts suspend submission notice of LED replacement Lamps:

Effective August 1, 2016, DOE-controlled LED Lighting Facts labeling (color labeling) will suspend submission of all new replacement Lamps due to the DOE testing procedure for new integrated LED Lamps: DEPARTMENT OF ENERGY 10 CFR Parts 429 and 430 [Docket No. EERE -- 2011 -- BT-TP-0071] will come into effect on August 1, 2016. Moreover, DOE is about to officially release a non-integrated LED Lamps test program for non-integrated LED Lamps.

Any listing application submitted before 2016-08-01 will continue to be processed. Products that have been listed as DOE LED Lighting Facts are still retained in the network Database database. The LED Lighting Facts working group will further investigate and study the latest DOE regulations, and will immediately notify all partners once the final decision is made.

DOE LED Lighting Facts will continue to accept submissions for LED fixtures and refurbishment kits.

The test test reminds you that the DLC has also revised its requirements on LED Lighting Facts, starting from 2016-08-01, it will no longer require the submission of LM-79 data for bare tubes to LED Lighting Facts. Please note that DLC will continue to accept applications for lamp certification. This change does not affect the DLC's requirements for LED Lighting Facts for other categories of products.

DOE LED Lighting Facts is the U.S. Department of Energy DOE's voluntary energy efficiency label certification program for LED SSL solid state general lighting products (including: integrated LED bulbs, non-integrated LED bulbs, LED lamps, LED refurbishment kits). Through this project, LED manufacturers can submit samples to be tested in authorized laboratories according to industrial standards such as IESNA LM-79-08, and then submit reports to be listed as DOE LEDLighting Facts, thereby showing their excellent product performance.

DOE releases test requirements for integrated LED lamps:

The United States Department of Energy (DOE) published the Federal Register on July 1, 2016 about the testing procedures for integrated LED lamps. Integrated LED lights required to enter the United States must be tested in a qualified laboratory in accordance with the requirements of this test program to obtain total luminous flux, input power, light efficiency, relevant color temperature, color rendering index, power factor, life and standby power data.

The regulation came into effect on August 1, 2016 and became mandatory on December 28, 2016. According to the requirements of this regulation, the above parameters need to be tested in accordance with LM-79,LM-84,TM-28 and IEC62301 standards respectively.
